MEP Aura Salla presents her demands to the Commission on the Steel and Metals Action Plan

Member of the European Parliament Aura Salla presented her demands to the Commission regarding the upcoming EU Steel and Metals Action Plan in a petition letter. The letter, signed by a total of 25 Members of the European Parliament, was sent to Commissioner Stéphane Séjourné on March 14, 2025. In the letter, the MEPs called for an immediate need for a robust long-term vision for the European steel industry. The significant pressure on the European steel industry increased further last week as a result of the renewed entry into force of the United States’ tariffs on steel imports.

MEP Aura Salla sees that the upcoming Steel and Metals Actions Plan must include three non-negotiable and crucial measures: Recognition and urgent measures against resource shuffling, development of robust and far-reaching protection measures upon expiry of the current Safeguard, and commitment to make hydrogen rules fit for a fast and scaled ramp-up.

Currently, the problems created by resource shuffling under CBAM remain unaddressed. In addition, overcapacity is a global phenomenon and we need to treat it as such in order to tackle it effectively. Consequently, the Post-Safeguard measures, due after the expiry of the current safeguard in 2026, must be based on the existing market situation.The Steel and Metals Action Plan must also commit to review two Delegated Acts: Fuels of Non-Biological Origin (RFNBO), as well as draft Delegated Act for Low-Carbon Hydrogen. Taking a similar approach, these two Delegated Acts effectively hinder the fast and scaled ramp-up of Hydrogen production in Europe.

In order to achieve carbon neutrality in 2050, a strong and competitive industrial base is essential. To achieve these goals, it is instrumental to ensure the business case for green steel made in Europe.
